France noted "... disputes will run the gamut from companies trying to avoid government claims to disputes between prime contractors and their subcontractors. There are a lot of sharp elbows in the marketplace. It's become a much more litigious environment."
Tom was quoted as saying, "agencies are increasingly turning to blanket purchase agreements, where an agency can place orders for recurring needs such as through a U.S. General Services Administration schedule. But their use comes outside the guarantees of a full-on contract award, a shift that aerospace and defense companies aren't likely to take lying down in 2014. The changing waters of blanket purchase agreements, and the inevitable increase in litigation over them, is best seen in a challenge to a U.S. Forest Service blanket purchase agreement that could change how easy it is for companies to challenge these awards."
