Richard C. "Rich" Gross, Esq.


Brigadier General (US Army, ret.) Rich Gross is a partner at FH+H. Mr. Gross provides extensive knowledge and experience in all facets of national security law and international law. He has a proven record of providing sound judgment and counsel to some of the nation’s most senior decision-makers, marked by his final active duty assignment as the Legal Counsel to the Chairman of the Joint Chiefs of Staff. Mr. Gross also understands how to handle challenging operational issues in complex environments and provides superb strategic and operational advice to mitigate legal risks. As an advocate, Mr. Gross has conducted multiple hearings and briefings for Congressional oversight committees on a wide range of defense topics resulting in a greater legislative understanding of, and support for, defense actions.

Additionally, Mr. Gross is a sought-after public speaker, on both the law and leadership, having spoken at several national and international conferences and speaking engagements.  He has given lectures, taught classes, and participated in panels at several law schools, to include Harvard, Yale, the University of Virginia, Columbia University, Georgetown, and Vanderbilt.

Before joining FH+H, Mr. Gross served over 30 years in the U.S. Armed Forces, retiring as the most senior operational lawyer in the military at the rank of Brigadier General. He also runs a consulting company, Brigadier Consultancy Group LLC, which focuses on providing strategic advice and leadership development services.

  • Successfully defended SDVOSB in a size protest and bid protest related to award of $100 million US Special Operations Command (USSOCOM) Contract.
  • Prepared clients for Senate confirmation to senior administration positions, to include cabinet-level position.
  • Provided legal counsel and strategic advice to the Chairman of the Joint Chiefs of Staff and other senior Defense Department officials on all aspects of national security law and policy, to include government investigations, Congressional relations, and interagency operations.
  • Represented the US Department of Defense at multiple international treaty reviews in Geneva. 
  • Provided legal counsel and strategic advice to the commander and staff of US Central Command, responsible for all military forces in the Middle East, US forces in Afghanistan, and the Joint Special Operations Command
